The precogs are used in the film to predict the future. they see crimes being committed before they even take place. the images are transmitted on to the screen and agent John Anderton has to figure out where the crime is taking place and its his job to prevent it. The precogs are always doped up and they live in a room labeled "the temple". It is a very sterile environment untouched by the outside world  except for their caretaker wally, who feeds them cleans them and brushes their teeth. it's very unethical to treat the precogs like this because they didnt have any say in whether they wanted to be there or not. they were basically slaves being taken advantage of by the precrime unit. they were drugged out and unconscious for most of their lives. they are basically the prisoners of the temple.
