Pre-Crime as a totally protective government.
1) Definition: Toatally Protective Government- a government in which they control everything in a persons life in order to ensure the people's safety. This may invade their privacy or their rights in order to protect them.
2) I do not think that the government should be totally protective, because people as individuals should have some of the responsibility for their well-being. However, I do think that the government should try to protect it's people, I just don't think that should be the only thing the government focuses on. If this was part of our society. many people would probably think that the overnment is too controlling and too involved in the average American's life.

3) At UC Davis, there was a protest and people were just sitting on the sidewalk to protest. They weren't being violent, but the police came up to them and pepper sprayed them just because they seemed threatening. The police were just trying to protect the other people around, but it was over-protective because the protesters were not acting in a threatening way.
